Essential Features and Development of the Discipline of Social Policy in China

衡量社会政策发展状态最主要的变量是社会政策的本质特征，即其“自性”或曰社会性。我国的社会政策发展较为迟缓，改革开放初的社会政策处于低自性状态，进入新世纪以来走向中自性，这种自性的发展表现为“以人为本”和“以人民为中心”的社会政策实践的发展。我国社会政策实践的进一步发展需要促进社会政策研究。

The self-distinctiveness of social policy is an essential feature that measures its development in a given society. Social policy in China has undergone a gradual development characterized by a low-level self-distinctiveness at the initial stage of the Reform and Opening-up, followed by an intermediate level in the 21st century. The recent development of social policy practice in China has exhibited a salient feature of “person-oriented” and “people-centered”. However, the advancement of social policy practice in China requires further efforts to promote social policy as a discipline.
