Releasing Vitality and Regulating Order; A research on market governance in Yiwu, Zhejiang province

本研究从政府发展战略入手,以浙江义乌为协调型市场个案,呈现和分析了活力释放与秩序规制的关系:1982年“四个允许”政策表明政府对农民经商的被动“回应”；1984年“兴商建县”战略体现了政府对市场活力的主动激发；1992年“划行归市”战略体现了政府对市场外在秩序的规制；2000年起以城市化、城乡一体化等为核心的名城战略体现了政府对市场全方位的系统规制。总体变迁表明政府对市场活力释放与秩序规制的协调治理是市场成功的经验密码。

The study presents and analyzes the relationship between the energy release and order regulation from the perspective of the development strategy of the government, with the case of the harmonious market in Yiwu, Zhejiang province. "Four Allowances" policy in 1982 showed that the government passively responded to farmers going into business, and the "promoting business and developing county" strategy in 1984 reflected the government's initiative of market dynamics. "Market Classification" strategy in 1992 reflected the government's regulation on the external market order. After 2000, with the urbanization and urban-rural integration as the core, the famous city strategy reflects the government's systematic regulation to the market. Overall changes suggest that the government's moderate coordination with vitality release to the market and order regulation is the experiential password to market success.
