Rethinking the Conditions of Chinese NGOs’ Development: A comprehensive theoretical perspective

本文构建了一个社会组织功能与成长条件的总体性理论视角。社会组织发挥治理和服务功能需要依赖特定的制度条件，其成长条件镶嵌于治理转型的总体脉络之中。文章以深度案例分析的方式聚焦于政府购买社会组织服务的制度实践，发现当前政府购买服务呈现出以体制内需求为导向、就近圈内购买以及悬浮于社区治理网络等特征，致使社会组织赖以发展的重要制度条件处于缺位状态。文章进而提出要高水平发展社会组织必须超越技术治理的既有逻辑。

This paper constructs a comprehensive theoretical perspective for NGOs’ functions and developmental conditions. It argues that NGOs’ functions of governance and public service depend on specific institutional conditions embedded in the context of the transition of governance. By conducting in-depth case studies, this paper focuses on the purchase of NGOs’ services by governments, which is a complicated institutional practice. Furthermore, it finds out that the purchase of services is oriented towards governments’ needs, restricted within the boundary of the jurisdictions and “Quanzi”, while ignoring the actual networks of community governance. This forces NGOs to develop without necessary institutional supports. Finally, this paper argues that we must move beyond the logic of micromanagement to develop high-quality NGOs in China.
