There is a set of criteria for mature professions in the literature of the sociology of the professions, but a lack of a set of criteria for measuring the professional levels of a certain human activity in general .For which there are lots of difficulties in examing and improving a relatively naive human activity, such as the Chinese management consulting emerging recently . Based on the author' s four-element(occupation ,state , society:clients and the public，and university)interacting approach, in this paper , the author develops a theory of the movements of professionalization as a hypothesis to interpret the growing process of professional occupations . Accordingly , a set of criteriawith detailed indications is built so that the professional levels of a certain human activity can be measured in general both qualitatively and quantitatively .In turn , the author re-means the concept of professionalization, as well as forecasts a number of possible combinations of variables and their relevant professional index numbers .
