近10年来 ,上海基层社区组织的协调机制呈现出新的理性化过程,在这个过程中 ,我们从社会学的某个角度看到了许多人正自觉不自觉地调整着自己的社会角色, 开始在他们重建的社会秩序中体验着新的行为规则 。1995 年上海市实行了“ 两级政府,三级管理”的体制 ,随后 又提出了探索和完善“两级政府,三级管理,四级网络”的新体制 。这些新体制的出台在一定程度上反映了上海基层社区的实际生活正趋于脱离国家传统行政的管理范围 。这种“社区现象” 因涉及经济、社会、文化以及行政等诸多方面而引起了社会科学工作者和政府有关部门的共同 关注 。本文试图通过揭示居委会 、业委会 、物业公司(即“三驾马车”)为解决具体问题而制定决策方案时所依据的思想方式和在实施决策方案时所使用的手段 ,以及其所置身的那个空间的属性,引发人们从地位 、权力和规则的原创性与合法性去思考这些基层社区组织之间的关系问题。

This article is based on the fieldwork in some more developed communities in Shanghai .From the angle of Organization Sociology , this article microscopically describes the characteristics of organizational action of the formal organizations including the Committee of Inhabitants, the Committee of Proprietors and the Estate-servicing Company .It becomes visible that these organizations can' t solve the concrete problems in the practical operations of the community independently ;therefore , they need resource sharing .This article also suggested that this kind of resource sharing should be based on cooperation , and this cooperation could only be realized in the field of action .Furthermore , it also emphasizes that it is very important to enhance the capability of forecasting the new changes of surroundings .
