社会政策研究的过程视角——以北京市农村社会养老保险制度为例

| 英文摘要： | Based on the empirical investigation of Beijing Rural Social Security System for the Elderly , the thesis, starting from the fact of “Policy Little Effect” , introduces the Process Perspective of Social Policy Research and explores the variables which influence the ultimate policy effect through analyzing the following three aspects :policy transmitting , the interaction between policy implementer and policy acceptor , and policy circumstances .With above the thesis leads to such a conclusion : Social Policy is a cycling dynamic process ; actualizing the policy effect depends on the advancement of this policy process within certain policy circumstances, in which the government and the policy acceptor act as the dual policy subjects . |
