机会与约束:中国福利制度转型中非营利部门发展的条件分析

| 摘要： | 20 世纪 70 年代中期的北美和欧洲 ,非营利部门(非营利领域、第三部门)在社会福利和公共政策中的角色,尤其是作为公共服务的替代性提供者 , 已经迅速引起了公众和学术界的广泛关注 。甚至在东欧,对作为公共服务和市民参与工具的非营利部门也有着极大的兴趣。 90 年代以来 ,随着中国福利制度的转型,非营利部门的地位和作用同样受到学者们的关注。 本文的主旨在于探讨政府与非营利部门建立伙伴关系的可能性 ,分析中国福利模式在国家中心主义向多元主义的转变过程中, 非营利部门发展的动力机制和约束条件 。 |
| 英文摘要： | This paper analyses the incentive mechanism and restrictive conditions of the development of nonprofit sector in china during the transition period of welfare system , as well as the possibility to construct the partnership between government and nonprofit sector .The author insists that although government has incentive to expand the function of nonprofit sector for the institutional crisis in statecentered welfare model, there are some key problems existing in the development of nonprofit sector, such as the insufficiency of institution provision , poor performance , because of the lasting conflict of the demand of acquiring resources and social control .It is too early to construct the partnership between government and nonprofit sector.Based on the reality in China , the proper welfare model is state-dominated welfare pluralism . |
