政府权力、精英关系和乡镇企业改制——比较苏南和温州的不同实践

| 摘要： | 通过对苏南和温州乡镇企业不同的改制方式的比较,本文分析了改制背后的政治因素。虽然财政约束、监管约束和信息约束可以部分地解释两地改制方式的差异,但最根本的原因在于两地权力关系的不同,即政治约束。本文指出是人民与政府之间、经济精英与政治精英之间不同的权力关系解释了谁可以参与、谁被排除在外,谁的利益得到考虑、谁的利益可以牺牲。乡镇企业改制所揭示的问题对当下国有企业的改革有着借鉴意义。 |
| 英文摘要： | By comparing two different approaches to privatization - manipulated privatization in Sunan and relative transparent privatization in Wenzhou, this paper analyzes the politics of privatization in Chinese rural industry .Though different fiscal , administrative , and informational constraints might explain some aspects of the variance , the fundamental reason lies in the different political constraintsthe two regions faced .It is local power relations between the people and government, and relations between economic elite and political elite , that determine who is in and who is out, whose interests is taken care of and whose interests is sacrificed.The paper finally implicates the impact of privatization upon wealth distribution and political future in each region. |
