公众参与与社区公共空间的生产——对绿色社区建设的个案研究

| 摘要： | 绿色社区建设是当前中国城市管理改革的重要内容。本文通过对绿色社区建设工程的政策框架及作为"绿色社区建设"前沿的广州市区两个个案实践过程的分析,指出绿色社区建设不仅带来社区环境的变化,而且其整个创制过程帮助重组了社区的公共空间,这一社区公共空间并非西方意义上的市民空间,其建设仍然依赖于社会主义时期的群众动员技术,但是其对社区参与的鼓励也为社区自我组织以及NGO进入社区居民的公共空间提供了机会。 |
| 英文摘要： | Green Community program is an important section of urban management reform in contemporary China.This paper analyzes the policy framework of the whole Green Community program and especially focusses on the practice of two communities in Guangzhou as the frontier area in this national program.The author argues that the Green Community program not only brings about the change of the physical environment in the community, but also prompts to reorganize the public space in the urban community throught the institutionalizing process .This public space is not the civil sphere as in the western context because its production depends on the technique of the mass mobilization in socialism tradition .However, this mobilization supports public participation and provides opportunities for NGOs to enter the community public space. |
