中国农村医疗筹资公平性研究——基于全国八个农业县医疗筹资系统的实证研究

| 摘要： | 农村医疗筹资体系的制度设计是影响农村居民医疗服务可及性的重要因素。本文运用Kakwani指数和PII指数对我国农村医疗筹资体系内三种主要筹资形式进行了垂直公平性和水平公平性分析。研究结果表明:合作医疗筹资体系保证了水平公平却牺牲了垂直公平,商业保险筹资体现了轻度的垂直公平,而自负支出筹资同时存在着严重的垂直不公平和水平不公平问题。 |
| 英文摘要： | The Health Care Financing System will highly affect the accessibility to health care of rural residents.The paper applies Kakwani index and PII index to analyze the vertical equity and horizontal equity of the three main resources in rural Health Care Financing System.The research demonstrates that the New Cooperative Medical System guarantees the horizontal equity but sacrifices vertical equity , the commercial insurance embodies low vertical equity ,however, serious horizontal and vertical inequity still exists in the self-responsibility payment system. |
