近年来,中国的NGO得到了迅速发展,很多学者开始以社团为视角来观察中国的国家—社会关系及其变化。在一个国家占主导地位的社会中,NGO如何利用有效的行动策略来实现组织目标以及影响政府,是一个值得认真研究的重大课题。从广州业主委员会联谊会这一个案来看,采取的主要行动策略是非正式政治,这种非正式政治行动策略是在国家的底线控制与草根NGO的夹缝求生互动中产生的,尽管有其不可忽略的积极意义,但也存在着明显的缺陷。

The NGOs of China have made great progress in recent years.From a massorganizational

perspective , a lot of scholars have begun to observe the characters and changes of the state-society relation in China .In such a state-oriented society , it is a significant issue to find out how the NGOs make use of acting tactics to achieve their goals effectively and influence government as well.Taking the Preparatory Committee of Guangzhou Proprietor Committee' s Friendship Association as an example , the NGO

chooses informal politics as its acting tactics , which emerges from the interaction between

baseline control of the state and crack- struggling of the grassroot NGO.Thus , the positive sense of it can' t be overlooked , while the obvious flaws should also be recognized.
