锦标赛体制
| 英文标题： | The Tournament System |
| 摘要： | 本文通过对大跃进期间中央—地方关系的考察,指出在高度中央集权的局面下,行政体制本身会内生出一种"锦标赛"的独特现象。在锦标赛中,中央会在经济上向地方政府大规模放权,并通过各种方式鼓励和促使地方政府在主要的经济指标上展开竞赛。由于中央政府全面控制了政治、经济、思想领域,所以这种竞赛在严格的设计下展开,各级政府乃至普通民众都被动员起来,类似于竞技比赛。大跃进的实践表明,高度的集权控制既会导致竞赛的产生,又必然性地导致竞赛的失败。 |
| 英文摘要： | This paper is focused on the central-local relationship in the stage of the Great Leap Forwards in the 1950s.Following the Pre-Soviet planning system , the central government successfully centralized the power to control for the most of social and economic resources.By launching a tournament among subordinate governments, the central government tried to explore a different way to accelerate economic development . This paper argues that , it was the extreme centralization and tight control that resulted in the disastrous consequences by the tournament. |
