Target Management Responsibility System :The Practical Logic of Local Party-State in Rural China 

 本文试图从分析目标管理责任制入手,探讨当代中国基层政权的运作特征及重大变化。通过分析,本文发现,目标管理责任制是在当代国家正式权威体制的基础上创生出的一种实践性的制度形式。在实践中,目标管理责任制以构建目标体系和实施考评奖惩作为其运作的核心,它在权威体系内部以及国家与社会之间构建出一整套以"责任—利益连带"为主要特征的制度性联结关系,进而对基层政权的运行以及地方社会的治理等产生了一系列重要而复杂的影响。 

Based on the analysis of Target Management Responsibility System (TMRS), this paper explores the characteristics of local party-states and some of its critical changes in contemporary China .As a practical institution created out of the formal authoritative institutions of the party-state system, TMRS forms a set of institutional associations characterized as the “ responsibility-interest liability ” within both the authoritative relationships between upper-level and lower-level governments, and the relationships between local governments and rural society , therefore it has greatly affected the local party-states' operation as well as its governance .This paper also tries to give a perspective to understand the relationship between state and society , especially on how state power has extended to the local society and realized its selective control over the society .
